Between April and July 2016, Science-Metrix was mandated to carry out the data integration and final reporting phase of the comprehensive evaluation of the development results (CEDR) of the\u00a0African Development Bank<\/a>. Science-Metrix analysts identified, analyzed and triangulated the evidence contained in various evaluation products and prepared a\u00a0Synthesis Report<\/a>.<\/p>

The Synthesis Report was the final step of\u00a0the CEDR process<\/a>\u00a0and relied on multiple lines of evidence to respond to 13 evaluation questions. These lines of evidence included 14 country strategy and program evaluations, 167 individual project assessments, and 20 topic or sector evaluation reports. The final sample of 14 countries accounted for close to 60% of the Bank\u2019s portfolio, based on approvals, over the period 2004\u20132013. The OECD-DAC evaluation criteria (relevance, effectiveness, efficiency and sustainability), as well as standard questions regarding the management of the Bank\u2019s portfolio, were used to frame the country evaluations.\u00a0<\/p>

Science-Metrix analysts reviewed the data analysis for all lines of evidence, conducted the data triangulation using Atlas.ti, and drafted findings, conclusions and a comprehensive set of recommendations for the final evaluation report. This report presented an evidence-based performance story for the Bank and its stakeholders. It will inform future strategic and operational directions for the implementation of the Bank\u2019s new strategic priorities, known as\u00a0the High 5s<\/a>.\u00a0<\/p>
