Natural Resources Canada publishes a Science-Metrix study on Energy Efficiency Programs

In 2014, the Science-Metrix Evaluation Services team worked with Natural Resources Canada’s (NRCan) Strategic Evaluation Division to undertake an evaluation of NRCan’s Energy Efficiency Programs, administered by the Office of Energy Efficiency (OEE).  The evaluation took a theory-based approach in studying whether or not key program activities had an impact on achieving energy savings.

The OEE supports the development of housing and building codes and regulations of energy-using products, as well as voluntary labelling initiatives to counteract weak prices signals. The OEE also deals with capacity issues by providing training and information on energy management products and practices. The evaluation produced several findings on relevance and performance and made four recommendations.
