Description - The Canadian Biotechnology Secretariat, through the Sciences, Innovation and Electronic Information Division of Statistics Canada, commissioned Science-Metrix to benchmark Canadian biotechnology patents at the national and international levels. Based on technometrics, this analysis provided a comprehensive understanding of Canada’s growth and strengths in this field in comparison to other countries.
For this study, Science-Metrix identified Canada’s strengths in biotechnology in relation to the technological clusters currently evolving across the world. Science-Metrix also examined how the quality of Canadian patents compares to that of other countries. Canada’s performance was measured with technometric indicators such as the number of patents, the specialization index for significant technological clusters and the frequency of patent citations. Growth rates of technological clusters in Canada and the rest of the world were also examined. The most significant owners of intellectual property in biotechnology in Canada were identified by province, by metropolitan region and by institution. The field of biotechnology has grown massively during the period studied (1990 – 2001). In fact, the number of patents granted per year quadrupled from 2,000 in 1990 to 8,000 in 2001. Canada ranks fifth in the world, specializing in human health, environment and agricultural biotechnology. Canada has a promising future in the field of human health, given that it holds a greater proportion of patents and has a higher than average growth rate in this domain compared to other countries. For similar reasons, Canada also holds an advantage in environmental biotechnologies. Despite the low worldwide growth rate of this specialization in the past, the picture could change in the near future with the implementation of the Kyoto protocol.
This project gave the Canadian Biotechnology Secretariat a precise overview of the dynamics of biotechnology innovation in Canada. The identification of Canada’s strengths and weaknesses helps the CBS to support the Canadian Biotechnology Advisory Committee (CBAC) and the federal departments active in biotechnology with regards to coordination and strategies.
