Frédéric Bertrand is a Partner and Vice-President Evaluation at Science-Metrix. He has near 10 years of experience in the evaluation and measurement of S&T initiatives. Since Science-Metrix was founded in 2002, he has contributed to projects as project manager or senior analyst for over 30 small- to mid-scale and multifaceted evaluations and performance measurement studies for science-based governmental organizations and universities in Canada. In particular, his expertise lies in the evaluation of research funding programs, as well as of S&T development programs, including the measurement of scientific outputs and impacts using bibliometric tools. He has experience in evaluation design and qualitative and quantitative data gathering, processing, monitoring and reporting.
Mr. Bertrand has an Interdisciplinary Master’s degree in Environmental Sciences from UQAM, and a Bachelor’s degree in Biology from Université Laval. He has completed a number of courses in the sociology of S&T, as well as graduate statistics courses with applications to social science research. Moreover, he regularly participates in professional development workshops on project management and evaluation practices and contributes to the evaluation profession by presenting professional and research work in Canadian and American evaluation conferences.
